Allegation in the financial scandal: hidden distribution of profits causes a stir!

There's a lot of simmering in Anklam: an explosive issue concerns not only the city administration, but also the citizens. In 2021, the Anklam Real Estate and Housing Industry (GWA) waived 600,000 euros for the expansion of district heating in the midfield. This step is now seen by the tax office as a hidden distribution of profits and is causing quite a stir, because the GWA had to pay an additional tax payment of around 95,000 euros in order to waive the money, which the city was supposed to reimburse as an unscheduled expense. The whole thing was initially dealt with behind closed doors in the city council, which further heated up tempers.

The situation is doubly tricky because GWA's annual financial statements only showed a retained profit of 58,000 euros for 2021. This meant that a profit distribution to the city beyond the usual three percent of the share capital was not possible. Meanwhile, in previous years there were bottlenecks in GWA's liquid assets, which raised the risk of insolvency. From July 2021 to June 2022, GWA even had to rely on a credit line of up to 500,000 euros. The question now arises as to whether GWA is entitled to the said 600,000 euros, an issue that the Supervisory Board will clarify. He had not previously been involved in the discussion, but knew about the tax audit.

Setting the course for the future

In the midst of this turbulence, the city of Anklam decided on municipal heat planning on November 28, 2025 - on the third attempt. With a narrow majority of 11 votes to 9 with 20 MPs present, the plan was finally accepted after it had previously failed twice. The concerns of city representatives regarding the specification of heating systems have now been taken into account in the new draft resolution. A newly added paragraph ensures that these decisions must be made separately in the future, which ensures planning security for future district heating users.

Anklam has thus marked the beginning of climate-neutral heating by 2045 at the latest and is the third municipality in Mecklenburg-Western Pomerania to have completed heat planning. Deputy Mayor Beatrix Wittmann-Stifft emphasizes that this gives citizens a feeling of security where city heating will be expanded in the future. In addition, the GWA receives planning security for the expansion of district heating and can now apply for funding to implement the project.

The issue of hidden profit distribution is expected to be discussed by the city council in January 2026 after all legal reviews have been completed. An exciting time lies ahead of Anklam, which will show whether the city can set the course for a secure and sustainable energy supply.
